PhD Title: Comparing the new energy development at the provincial level of China—— An actor-centered institutionalist analysis

China proposed the energy revolution in 2014 and later in 2016, the central government officially issued Energy Production and Consumption Revolution Strategy. Based on this background, the provinces in China incorporated energy transition and renewable energy development into their 13th Five-Year Energy Development Plans or their long-term provincial development plans. However, we could find that the provinces perform differently in renewable energy development. What led to this difference? This is what this study tries to answer.

Actor-centered institutionalism will be used to support this research. Mayntz and Scharpf (1995) put forward this analytical framework to conceptualize policy processes driven by the interaction of actors within a given institutional setting.

This research covers from 2013 till now, and focuses on the 13th FYP period in particular. Comparative study and process tracing will be used.
