Ph.D. Title: Accountable Society vs. Accountable Government. A Comparison of Low-Carbon Community Construction in Germany and China

Being the countries who take major responsibility to reduce carbon dioxide emission, both Germany and China put an increasing emphasis on the construction of the low-carbon community in their territories. The construction work in Germany is more community-based, while it is more government-depended in China.

 

This research provides a political cultural perspective to explain the difference of accountability recognition. By using mixed methods, Ms. Pan argues that the difference of accountability recognition is one of the important factors that affect public participation in the construction of low-carbon community.
