Meltem Akbulut Yildirmis was a postdoctoral researcher at the Chair of Policy Analysis at the Hochschule für Politik München / TUM School of Governance from 2019 to 2020. She received her PhD in Adult Education from Boğaziçi University. She received her MA in Adult Education and BA in Foreign Language Education from Boğaziçi University.

Research interests

In her dissertation, "Higher Education Governance: Perceptions of Rectors, Council of Higher Education Members, and Government Representatives", she examined the functioning of the current higher education governance model in Turkey through the perceptions of rectors, council of higher education members, and government representatives. On this basis, she analysed in particular how the decision-making structure functions, how decision-making powers are distributed, and how the interplay between state governance and institutional autonomy functions in terms of accountability, funding, appointments and the rule of law.

As part of the dissertation, she first looked at the development of models of system governance in higher education around the world. The resulting perspective led her to develop a conceptual framework, which she used to explain how the system governance process works in Turkish higher education. Revising the framework based on the perceptions of the research participants led to the creation of an idiosyncratic system governance process framework for Turkish higher education. She is currently developing her dissertation into a book manuscript and conducting a research project on the functioning of the system governance process in German higher education institutions.
