TUM Center for Digital Public Services - Secure digital remote exams for universities and students

The corona pandemic has particular effects on students and universities for exams that previously had to be taken in face-to-face formats. With a new regulation, exams can now be taken electronically and without specifying a specific exam location. Students can choose whether they want to take a digital remote exam or a scheduled face-to-face exam.

"We have done a lot of pioneering work with the new legal matter of electronic remote examinations between examination law, constitutional law, data protection law and IT security law", says Professor Dirk Heckmann, Professor of Law and Security of Digitization at the TUM School of Governance and Director of the TUM Center for Digital Public Services (CDPS). The Bavarian State Ministry for Science and Art had entrusted him and his managing director Sarah Rachut with the responsibility of the scientific monitoring of the regulation.

Dirk Heckmann continues: “It was very important to us to make electronic remote audits not only legally secure, but also, in particular, in compliance with data protection regulations. With the regulation we have the right balance between data protection and the necessary control found from remote exams. "

The new ordinance applies retroactively to April 20th of this year.
