Ph.D. Title: Transformational Policy for Climate Change Adaptation. Case Studies of South Korea and Germany

Governments play a key role in facilitating climate change adaptation governance as they have administrative power. In the course of policy process, historical and socio-cultural legacies in the governmental system affect the decision making process. In addition, the complexity and uncertainty of climate change issues can influence on discursive power. This study aims to compare the discourse and institutional features of the climate change adaptation policies of Germany and South Korea with particular focus on water management.
