Ms. Céline Lauer successfully defended her dissertation on the topic: “Energy Transition in Bavaria: Causes of the Divergences between Goals and Implementation” at TUM in mid-October. In her work, Ms. Lauer analyzes, using selected examples, why Bavaria’s energy transition policy has, in some cases, fallen significantly short of the state government’s self-imposed goals since 2011. Based on three exemplary and central case studies (wind power, pumped storage, and HVDC line expansion), the development of energy policy in Bavaria since 2011 is not only reconstructed and assessed but also comprehensively explained. This explanation uses three approaches to state activity (spatial distribution conflicts, political legacy, and politically strategic populism), which capture structural, institutional, and actor-related influencing factors individually and in their complex interplay.
In addition to the primary supervisor, Prof. Dr. Stefan Wurster, Prof. Dr. Miranda Schreurs served as the second supervisor for the dissertation.
