Entry into force of the Bavarian Higher Education Innovation Act

With effect to January 1, 2023, the Bavarian Higher Education Innovation Act (BayHIG) came into force. 
 
At its core, BayHIG stands for innovation, excellence and agility in Bavarian higher education. At the same time, it replaces the Bavarian Higher Education Act and the Bavarian Higher Education Personnel Act by partially adopting their regulations, but also adapting them to the current circumstances and needs of students and university staff. 
 
The BayHIG applies directly to most Bavarian universities, cf. Art. 1 BayHIG. Something different applies to the Munich School of Public Policy (HfP): since the HfP is an institutionally independent institution at the Technical University of Munich and itself a corporation under public law, it has its own law, which refers conclusively to such regulations of the BayHIG that apply directly to the HfP. These regulations relate in particular to the areas of study, teaching and examinations. For example, the HfP Act refers to Art. 77 BayHIG, which now explicitly regulates that universities can offer foreign study programs. The HfP Act also refers to Art. 76 BayHIG, which emphasizes digitization in study and teaching as an essential element of innovation in higher education.
