The book Innovations in Human Rights – Concepts, Data, and Measurement provides a practical framework for conceptualizing and analyzing human rights issues such as oppression, human rights compliance, and transitional justice in an increasingly tense global human rights climate. Emerging and established experts present quantitative and cross-methodological research approaches and highlight innovative ways to measure and evaluate complex concepts.
In his chapter “Assessing quasi-judicial bodies’ enforcement of international human rights law,” Andreas Ullmann provides an overview of the concept of compliance in the field of international human rights protection. Using states’ compliance with decisions of UN treaty bodies as an example, he demonstrates how compliance can be empirically measured and analyzed. Furthermore, he presents findings from his own research and discusses the advantages and disadvantages of quantitatively assessing compliance in the field of human rights.
