Ph.D. Title: Polish and German Interest Groups in Processes Shaping EU Climate and Energy Policies
Poland and Germany represent different positions regarding plans for common European climate and energy policies. Whereas Germany has assumed a position of environmental leader and pursues ambitious goals in terms of climate policy, Poland is seen as applying the brakes on such measures, because of its desire to maintain coal-based energy production. These different positions have resulted in many misunderstandings and conflicts in the past.
Although the coal and mining lobby was historically influential in both neighbouring countries, the German case shows that its presence does not exclude either the introduction of climate-friendly policies at the national level or a strong push for them at the European Union (EU) level. In recognition of the significant impact that industrial interest groups have had for many years in shaping EU climate and energy policies, Mr. Ceglarz investigates how Polish and German opposing interest groups from electricity sector (incumbents vs. challengers) each have tried to influence the EU’s Winter Package proposed in November 2016. While building on the theory of liberal intergovernmentalism and literature on interest groups, his dissertation takes an institutional approach in order to explain why some interest groups are more influential than others in pursuing their European goals.
Andrzej Ceglarz is a PhD Student at the Bavarian School of Public Policy at the Technical University of Munich since December 2016, having started his PhD at the Environmental Policy Research Centre at the Free University in Berlin in October 2015. Before that, he was a fellow of German-Polish Doctoral College at W. Brandt Centre for German and European Studies in Wrocław (Poland).
Between 2017-2020 Mr. Ceglarz had a PhD scholarship within the framework of the Think Lab ‘Energy-Society-Change’ from the Foundation of German Business (Stiftung der Deutschen Wirtschaft). For his research he was granted a Mobility Fellowship from the Bavarian Academic Center for Central, Eastern and Southeastern Europe BAYHOST a fellowship at the Slovenian Transmission System Operator ELES as a part of the SHAPE ENERGY program and the DAAD scholarship as a visiting student at the European University Institute in Florence. Since 2014 he has worked as a researcher at the Potsdam Institute for Climate Impact Research (PIK) in the INSPIRE-Grid Project and since June 2017 he works as Manager of Socio-Energy Systems at the Renewables Grid Initiative, currently in the SENTINEL project. Mr. Ceglarz contributed to work of the Institute for Structural Research in Warsaw in the TRANSrisk project and he supports Polish-German dialog in the area of climate and energy by cooperating with the platform Pol-Int and the Deutsches Polen Institut. Mr. Ceglarz is a fellow at the Environmental Studies and Policy Research Institute (ESPRi) and a member of the Climate Social Science Network (CSSN). He has also served as a peer-reviewer for scientific journals, e.g., Energy Research & Social Science, Energy Policy, Land Use Policy, Journal of Cleaner Production and Environmental Communication.
