Steffen studies Politics and Technology at TUM. His master's thesis examines Cyber Intrusion Capabilities (CICs)—tools that secretly infiltrate devices and networks for surveillance—focusing on the commercial market where these capabilities are sold. He develops a framework to assess the accountability capacity of governments employing covert surveillance operations with these CICs in Germany, the Netherlands, and the UK, using the Pall Mall Process (a soft-law code of practice for states) as a benchmark. His research highlights how the technical complexity and opacity of these tools and markets create challenges for accountability and what mechanisms can help address them.
